PC asked to contract with Verona

EATON — The Village of Verona submitted paperwork to contract with Brad Kramer, Preble County Director of Land Use Management, as their Flood Plan Administrator. During a Preble County Commission meeting on Monday, July 9, the board called Kramer in to chambers to ask about the submitted contract.

“If they have questions they can contact [Kramer], but I’m not sure we want him doing all that work,” Commissioner Rodney Creech said.

“We got an agreement here from the Village of Verona for Flood Plan Administration,” Commissioner Chris Day explained.

“Is this brand new?” Kramer asked.

Commission Clerk Connie Crowell answered, “This is the one I asked you about, if there had been any conversation. You said you had sent them information?”

“Yeah, I’ve been trying to help them out a little bit, but I never said I would be serving as their Flood Plan Administrator,” Kramer said. “The reason I say that is because we can, with all of the villages. We can enter into agreements to serve as their Flood Plan Administrators. Maybe that is what they are thinking they want, since they don’t have anyone in the village qualified to understand flood plan administration.

“That was one of the first questions I asked when I got this job, are we in agreement with villages? The answer I got was that we are not.”

Day added, “I don’t really think we want to get into that.”

“That was the consensus then,” Kramer said. “I will help where I can, but to actually undertake the responsibility might be more than our office can handle with how we are staffed right now. I will help them, but I don’t think we should be the go-to office.

“With Verona there is very little flood plane and it would be very little effort, but it could lead to others [wanting to contract with the county], such as New Paris, Camden, or Eaton, where there are more [flood planes].”

Commissioners decided they will help the Village of Verona where possible and answer questions, but are not interested in the county contracting with villages for Flood Plan Administration.
