Clayton to renovate Westbrook Park restroom

CLAYTON — City council passed a resolution authorizing the city manager to accept the proposal of Elevated Roofing & Siding, LLC in the amount of $114,790 for the Westbrook Park restroom renovation project.

The renovation would bring the restroom in compliance with Americans with Disabilities Act guidelines. Excess funds totaling $48,570 from the N. Main Street Community Development Block Grant Business Incentive Project were reallocated by the county to be used to help with restroom renovation.

In addition, the city will provide a local match of American Rescue Plan Act funds up to $92,500 for the renovation project. The bid submitted by Elevated Roofing was less than the estimated project cost.

“This is a pretty exciting project. We’ve talked about it in previous meetings,” said Jack Kuntz, director of development. “It is a project that has been on a desired list for over 15 years.”

The restroom facilities have been closed for 15 years and the city has attempted to get various grants during that time period to make renovations to the restroom facilities in order to get them back open and available to the public.

“After several tries, we did receive a transfer of grant funds for this particular project at Westbrook Park,” Kuntz said. “The city is also making a local match using ARPA funds.”

The project went out for bid a few months ago. Two contractors attended a pre-bid meeting. At the time of the bid opening no contractor submitted sealed bids for the project.

Staff got in contact with Montgomery County and since the city went through the bid process and met all the legal requirements, the county approved the city to solicit estimates from two or three companies.

The city requested three companies to submit bids for the project and gave them a deadline of the end of March to submit the bids.

“At that time, we received one estimate from Elevated Roofing,” Kuntz noted. “They did come in at $114,790, which is actually below the original cost estimate that staff put together last year. We are very excited that they came in for that particular project. Elevated Roofing is also a local company, so that is also a good thing as well.”

Elevated Roofing is located in the city at 7808 N. Main St.

“I think they are a wonderful company. Clayton based, and they do good work,” said Councilmember Tina Kelly.

Council approved the second reading of an ordinance adopting the planning commission’s recommendation to approve, with specified condition, the application for Hunter’s Path Section Two plat approval.

Mayor Stevens read a proclamation declaring April as Arab American Heritage Month in the city.
