Commissioners act on expenditure titles

EATON — Preble County Commissioners will be changing the definition of “moral obligations” moving forward. During the board meeting on Thursday, Jan. 3 Commission Clerk Kim Keller informed the commissioners that no action was needed, but to save time, commission staff would like to change the wording for “Moral Obligations.”

She explained, “Moral Obligation” is what Preble County calls “then-and-nows” expenditures from the previous years. This year, with the new system, there will be more moral obligations than the county used to see. — unless they change the wording for what makes something a “Moral Obligation.”

The previous wording declared any expenditures that were made in the prior year, regardless of the amount without sufficient appropriations, a moral obligation.

“What we want to do is, change the wording from, ‘Prepare Moral Obligation resolution for commission approval for any expenditures of $1,000 or more that was made in the previous year and is being paid with current year appropriations. That puts us in line with ‘then and now,’ which has $1,000 also,” Keller said.

“This way we will still keep our moral obligations, where we can track which ones rolled over or whatever, but it will alleviate some of the paperwork by making the limit to be $1,000 like it is for all the other counties.”

The board noted receipt of the new policy.

The board also approved an amendment to a memorandum of understanding for the funding of the Preble County Success Program with Butler County Educational Service Center for Job and Family Services in the amount of $70,000, to extend service an additional year and increase the amount.

In other business commissioners:

•Authorized an expenditure in the amount of $4,747.18 to purchase the Hitachi Starboard Smartboard for Job and Family Services.

•Authorized an expenditure in the amount of $15,266.88 for Job and Family Services to purchase and install a new security system.

•Noted receipt of a public official bond for Commissioner Rodney Creech.

•Signed an agreement referencing Software Maintenance Agreement with Softworks Inc. for the Engineer’s Office for the amount of $2,045.

•Signed an agreement referencing Planned HVAC Maintenance Agreement with Mechanical Systems of Dayton, Inc. for the Engineer’s Office for the amount of $2,000.

•Signed an agreement referencing Highway Division Janitorial Services Agreement with L&M Products for the Engineer’s Office at an amount of $3,800.

•Signed an agreement referencing Overhead Door Maintenance/Repair Agreement with Greenville Door Sales for the Engineer’s Office at an amount of $1,000.

•Signed an agreement referencing Furnace Maintenance Agreement with Gingerich’s Clean Burn Inc. for the Engineer’s Office at an amount of $2,000.

•Signed an agreement referencing Janitorial Service Agreement with Carter Cleaning Enterprises, LLC for the Engineer’s Office at an amount of $3,120.

•Signed an agreement referencing Juvenile Detention Housing Agreement with West Central Juvenile Detention Center for Juvenile Court at an amount of $69,350.

•Signed an agreement referencing Child Placement & Related Services Agreement with Teaching educating Achieving LLC. for Children Services at an amount of $25,000.

•Approved an amendment referencing Amendment #4 to the Electronic Monitoring Service Agreement with BI Inc. for Juvenile Court in the amount of $2,000.

•Approved an amendment referencing amendment to the Urine Screens Agreement with TASC to extend service an additional year in an amount of $2,500 for Children Services and $500 for JFS.

•Approved an amendment to the Net Transportation and Title XX Transportation Services Agreement with Preble County Council on Aging to extend services an additional year in the amount of $100,000 for JFS.

•Approved an amendment referencing amendment to the Prevention, Retention, Contingency Transportation Services Agreement with Preble County Council on Aging to extend services an additional year for JFS in the amount of $5,000.

•Approved an amendment referencing amendment to the prevention, retention, contingency transportation services agreement with Miami Valley CAP, Preble County to extend an additional year for JFS in the amount of $5,000.

•Signed an agreement referencing Preservation Services Agreement with Agape for Youth, Inc for JFS in the amount of $30,000.

•Signed an agreement referencing Reunification Services Agreement with Agape for Youth, Inc in the amount of $15,000.50 for JFS.

•Signed an amendment referencing Amendment to the Janitorial Services Agreement with Carter Cleaning Enterprises, LLC to extend services an additional year for JFS in the amount of $2,000.

•Signed an amendment referencing amendment to the Fingerprint Checks Services Agreement with Preble County Sheriff to extend services an additional year in the amount of $2,000 for JFS and $10,000 for Children Services.

•Signed an agreement referencing Removal and Disposal of Household Hazardous Waste Agreement with Environmental Enterprises, Inc for Recycling in the amount of $20,546.

•Signed an agreement referencing Provision of Emergency Leachate Hauling and Disposal Services agreement with Valicor Environmental Services for Landfill in the amount of $50,000.

•Signed an agreement referencing Tire Collection and Removal Agreement with Liberty Tire Recycling, LLC for Recycling in the amount of $26,654.30.

•Signed an agreement referencing Scrap Metal Pickup Agreement with Recycling Center, Inc for Landfill in the amount of $5,000.

•Signed an agreement referencing Janitorial Services Agreement with Carter Cleaning Enterprises, LLC for Landfill in the amount of $2,340.

•Signed an agreement referencing Janitorial Services Agreement with Office Pride for JFS in the amount of $15,924.

•Signed an agreement referencing Computer Recycling Agreement with Green Wave Computer Recycling.

•Approved an agreement referencing Radio Maintenance Services Agreement with P&R Communications, Inc. for EMA in the amount of $192.
